          Two readings of business AI adoption in Portugal are in circulation. The European Commission’s DESI puts it at around 17%, twice the European average. INE, in its 2025 IUTICE survey, finds 11.5%.

          This is not a contradiction, it is scope: the two series use different definitions and different universes — INE covers only companies with ten or more employees, and the European question on AI technologies was reworded between editions. What both show, beyond any doubt, is the same direction of travel: adoption is rising, it is deeply uneven by company size, and it is far ahead of the country’s capacity to govern it.

          ENIA has no privileged access to how the Agenda is being delivered. This tracker exists because nobody publishes one — and because a €400 million agenda deserves a public dashboard.           07 · Enforcement architecture

          What Portugal

          ANACOM was designated the national competent authority on 19 September 2025 and coordinates 14 sectoral bodies. Designation was the necessary step; it is not the sufficient one.

          ENIA offers free support meetings to any citizen, company or public body that needs to navigate the AI Act — informally filling the role of a national AI Act Service Desk.
