About ENIA · position and governance
ENIA exists to measure, compare and publish the state of artificial intelligence in Portugal — and to turn AI Act compliance into the greatest competitive advantage of the Portuguese economy. None of that works if the measurer has a stake in the result. So our position starts with what we refuse to be.
01 · The firewall
Each of these lines is a revenue stream we turned down. Not out of squeamishness: because independence is the product. The day ENIA makes money helping a company comply, it can no longer tell the country who complies.
We do not sell compliance services. We cannot assess anyone who pays us to pass.
We do not represent one sector against the others, and we do not lobby for individual interests.
We do not accept structural public funding. A radar paid for by the State cannot assess the State.
We do not produce research whose conclusions someone buys before they exist.

WE SET STANDARDS
A voluntary standard the market adopts because it confers advantage, not because the law imposes it. Once the market demands it, the State ends up recognising it.
WE CONVENE
We bring decision-makers around shared data. Without a common factual base, each sector negotiates with its own numbers.
Denmark’s D-seal showed the way: a private mark the State later adopted. The Netherlands’ AIC4NL showed the opposite — a national coalition that accepted structural state funding and lost the independence that made it useful. We replicate the collegial architecture; we refuse the funding.
03 · The concept
This is not an advisory board that meets twice a year to sign off minutes. It is a circulation mechanism.
A College is a circle of member organisations grouped by field. ENIA drafts programmes, standards and initiatives — and circulates those documents through the members of each College, who improve them and then sign them. The result reaches the country already validated by the people who will apply it, rather than imposed on the people who will receive it.
ENIA drafts a technical proposal: a standard, an index, a training plan.
The proposal travels through the College members, who annotate, challenge and complete it.
The next version absorbs the contributions. The document gets better, and it belongs to everyone.
Each organisation signs. Legitimacy comes from co-signature, not from a majority vote.
A document signed by several Colleges reaches Government with demonstrated cross-sector weight.
In a vote, 51% overrules 49% and the outcome divides. Under collective signature, each organisation decides whether to sign — and the number of signatures is the measure of the proposal’s legitimacy. An initiative signed at once by business associations, universities and civil society does not need advocates: it needs an addressee.
04 · The five Colleges
Confederations and sectoral associations representing the productive base. This is where compliance stops being a legal problem and becomes a condition of market access.
Those who build and sell AI in Portugal: startups, scale-ups, integrators and interface centres. They are the first to be assessed — and the first to benefit from a recognised standard.
The scientific base that validates the methodology. A national index without academic scrutiny is an opinion with charts.
The College almost nobody creates — and the one that makes the difference. Trade unions, consumer associations and digital rights organisations. Ethical AI cannot be demonstrated without the people who bear its effects.
Regulators, central and local administration, and public bodies. Deliberately the last to be invited. Arriving at Government with four private Colleges already consolidated is a conversation; going to Government first is an application. The sequence is not logistics — it is the strategy.
05 · Sustainability
The right question to ask us. If the answer were consultancy or structural subsidy, everything above would be talk.
Our advisory services — one-to-one meetings, help navigating the AI Act, a national point of contact — are and will remain free. They are not a product: they are the reason a national AI entity should exist at all.
We will know the work is done the day a journalist cites our barometer without asking us anything, a board member demands our mark from a supplier, and a Secretary of State defers a decision to what the Colleges have signed.
